JimK - I believe they are referring to the entire governor assembly. You make a good point however that used governors should get a new gear installed. This includes used governors carried as spares. Easier to install this gear at home rather than on the road.
Mickey - the cover is a part of the governor assembly and cannot be removed without some cutting of the metal cover. It all comes out as one piece, floppy cover and all. (this is one of the things that makes working on these a bit of a problem.)
