Many times I have helped people with their GMC and have found that the two screws that turn down to hold the latch do not lift the cover as they did originally. There is (WAS) a small metal clip in a groove that often breaks over time.

I have solved this problem by using a 1/4" lock washer. Just twist it open with vice grips so that it will fit over the groove and then flatten it. You can do this without removing the latch from the cover.

MIne has held for over 10 years now. I would say its a permanete fix.
