The packaging material is only there to protect the box from puncture. I doubt that it is even possible to damage the kits in shipping but if the box tears then the harware bag can find its way out along the way(happened once). A couple of years ago when I was hand delivering boxed kits to the post office I had one slip out of my hands and hit the floor. A large chunk of the flooring popped up and shot across the room with some of the underlying concrete. Since then I wrap the kits with the padded bags supplied on new automobile bumper covers.
