Richard:
Correction: One fuse is for the waterheater not the furnace.
The other fuse is for the DC power to the refrigerator.
To verify this remove the fuses one at a time and see what
stops working.

You can't see it in the picture but both these fuses had been disconnected and wrapped out of the way. Make sense now as the PO had "upgraded" both the water heater and refer. My current water heater is a gas/engine heat marine type and although the refer is a 3 way, it get's DC from somewhere else. I was unable to locate any dead black wire behind the refer.
