Tom, and Terry. I had that same problem with my 78 Royale. Needed to watch traffic 4 blocks ahead. Vary little rear braking in the rear. I was adjusting the rear brakes out to were they should be. Used the brakes on my 24 ft enclosed trailer to help stop everything. The trick back before disc brake kits were available. Was to get parts off of old Caddies, and Olds front wheel drives cars. Went to a salvage yard and got all the parts I needed for $20. As there is about Zero demand for these parts. There are some great kits out there now with everything in one box from the GMC vendors. And good advice on this forum. You just need to do what is best for your situation, and skill level. I did finally get the drums to work pretty good. But I do think the rear disc are the answer.
