Tom, and Terry. I had that same problem with my 78 Royale. Needed to watch traffic 4 blocks ahead. Vary little rear braking in the rear. I was adjusting the rear brakes out to were they should be. Used the brakes on my 24 ft enclosed trailer to help stop everything. The trick back before disc brake kits were available. Was to get parts off of old Caddies, and Olds front wheel drives cars. Went to a salvage yard and got all the parts I needed for $20. As there is about Zero demand for these parts. There are some great kits out there now with everything in one box from the GMC vendors. And good advice on this forum. You just need to do what is best for your situation, and skill level. I did finally get the drums to work pretty good. But I do think the rear disc are the answer. As the fronts already have a lot to do. If you have any questions on the Caddie parts.. Your welcomed to call my cell anytime till 10 PMCST 319-521-4891

Bob, you said you finally got the drums to work pretty well. Did you make any mods to the system to accomplish that? It just seems to me that those 4 should have a lot more stopping power than is evident. I was thinking of a larger bore master cylinder (a larger bore for the rear system anyway) Can't call you now, way after 10 pm, may be able to this weekend.

Terry,
A larger bore master cylinder is the way you do not want to go. That will reduce the line pressure.
The real problem with the rear is that the intermediate is overloaded (limits what it can do) and the rear losses its grip. Getting the brakes off the suspension fixes that.
Last spring I got the 4-drum reaction arm (floating back plate) mod done. The difference was immediate and amazing. With the cost and ease of install, this should be an early consideration. JimK and TomP are (maybe done) working on a kit to change this mod to disk/drum or disk/disk if you still desire.
