Just curiosity: Have any of you been such a rigamarole as this in your
state?:

They seem to be determined to prevent DIY auto repairs.
We went through this a few years back when my stepfather had a relatively
minor accident in his '93 Jeep Cherokee but the insurance declared it a
total loss. Luckily, it was equipped for towing so we were able to take it
to the inspection station 100 miles away (open one day per month) behind
the GMC instead of hiring a tow truck. It passed with flying colors Every
now and then one of our west coast GMCNeters reports that it's still
running fine. :-)
