Sounds like our DMV here in California.
I try to have the Auto Club AAA do the DMV work for me.
Can you do the same in Michigan?
It may save you a lot of time.
On the verification of the VIN the CHP is the go to on that.

We did manage to get the title corrected by Michigan DMV but had to drive the GMC back to our office for another VIN inspection. After the usual 1 1/2 hour wait we were told they no longer do VIN inspections and we'd have to go across town (about 60 miles round trip) to have the inspection performed.
> Small road trip and another hour or so wait in line and the inspection starts again. This time the inspection goes ok but we are then told they need a notarized bill of sale from the owner. Of course the Title has the purchase price where the owner has already signed off but that makes no difference to her. She also wants a speedometer statement even though we state the mileage as being beyond that shown on the odometer (it's a 36 year old vehicle for cryin' out loud).Besides, it's stated as such on the signed title.

The last VIN inspector had goofed up the GVWR and hadn't copied her official information on the form as the first inspector had done. The gal had refused to give us the information and stated the first inspector had made a mistake in giving her official title.

Howard, it's a long story but we bought the coach from a nice couple in Henderson,NV. They had given the coach to their nephew who lives in Michigan. The title was changed to Michigan but the GMC never left NV (Michigan does not require VIN inspections) and the nephew gave the coach back to the Henderson couple after signing off ownership.
Although both VIN numbers were on the title, the TZE showed as the secondary number, hence the issue with New Mexico's DMV. Michigan did correct the title but it's NM who is playing games with us.
The VIN has been verified twice by New Mexico's DMV in the last two months, they just want it done again because of their incompetence.
I now know why the New Mexico license plates state "New Mexico, USA". They wouldn't want to be known as the third world country they really are.
