If your rubber brake hoses to the calipers are old, they can degrade internally. Then, it sort of acts as a check valve and holds pressure in the caliper, keeps one side partially applied, and gets extremely hot. Had this happen to mine when I kept it stored at a friends house about 20 miles away. Went through a very noticeable amount of brake pad in that 20 mile drive.

Dust originating from the lug nuts is an indication that the lug nuts are not clamping the wheel tight enough, allowing movement. You need to loosen and retorque each lugnut to be sure they are secure before something worse happens.

Are they Hub centered or Lug centered? Both kinds were available. Torque on aluminum wheels is 140FT/# to 160Ft/#. With the Eagles wheels you must use the Eagle lug nuts and not the Alcoa style nut.

What were the driving conditions just prior to you discovering the dirt tacks on the wheel? Were the roads wet by any chance? The residue on the wheel is not typical of dry dust being tossed outward by centrifugal force as it would not turn a corner to follow the surface of the wheel. It looks more like wet dirt that has creeped outwards and then dried in place. Either way, the traces are coming from the lug nut area, so you need to be sure that the wheel is securely fastened. The residue could be from a lubricant that was applied to the lug nuts, or even from under the center cap. And it just spread across the wheel in that pattern, collecting brake dust in the process.
Is it possible that the nuts have bottomed out before clamping the wheel? This would give a false indication of tight lug nuts but allowing the wheel to move on the hub, creating the dusty deposits.

Is there a chance that the residue is oil or anti seize that was applied to the lug nut threads or the nuts themselves? I have had that happen even though the lug nuts were properly tightened.

That is what I have been thinking.
Also it is possibly those cheap steel hub caps, washers, and nuts deteriorating? I tried polishing the rust out of my washers and nuts and I finally went with stainless ones on mine. Jim K. can get them for you.
It sure looks like oil tracks attracting dust/ dirt.
Is it only on one wheel or is it on all of them?
