Now that the mornings here are in the 30's and 40's, the Royale was nearly impossible to start. I found that the choke was only closing about half way, so I adjusted it to close fully when cold. Then it wouldn't open fully when warmed up. So I adjusted it to fully open when warm, and you guessed it, it wouldn't close more than about 3/4 when cold.
I had a spare bi-metal coil so I swapped them. No difference. I disconnected and blew out the heater tube and the port on the carb, and they are clear. Checked the pull-off with an external vacuum source and it works fine. All part move freely.
I have rebuilt many Q-Jets but most had the small choke coils in the metal can that bolted to the intake manifold. This is the first integrated hot air one I have dealt with. Am I missing something?
For what it's worth, to have the choke close fully the index line is on the last mark of "lean". To open fully it is about 1/8th of a turn beyond lean. This leads me to believe that maybe something isn't lined up correctly inside the choke housing, but it looks fine.

Is your exhaust crossover blocked? If it is, you might not be getting
enough heat on the choke coil. Electric choke heater will fix this problem.

Crossover is not blocked. Lower half of heater tube gets hot, upper part (past the 190 degree bend) not so much. I did notice that there does not seem to be much airflow when I disconnect the tube from the back of the carb. As stated previously I did verify that the tube is not blocked. Should there be much air flow through the tube?

Sir: That 1/4" line is hooked to a can with a big hole in it. I doubt you would be able to gauge any vacuum at idle. However on the fast idle cam with the choke closed and the air cleaner on you should get some, enough to move hot air across the choke. How I adjust stock choke. Make sure the air filter gasket is good. Clean both external shafts and linkages, make sure the fast idle cam works and the choke pull off will work and hold vacuum. With the throttle blocked open, Loosen the 3 screws and rotate the choke loose then tighten till it just closes with a slight pressure. Tighten bolts. If it don`t stay on long enough, tighten choke some more.
