Where can you find replacement vacuum splices or line to replace the black lines that go to the engine and the Vacuum ball/muffin in the front hood area.
these are tiny vacuum lines that just shatter when you touch them and are very thin.
Anyone know where to get them and how you would go about replacing them?

I get both at Advance Auto. They have splices and tees in various sizes blister packed on racks. They got hoses of pretty much every size, and will cut to length. Any O'Rielly's, AutoZone or Advance - or your local parts store - should have them.

Most auto parts store carry the nylon tubing, but the best place I get mine is a that men's mall.

Normal vacuum hose from AZ or Advanced will work just as well for what you are doing.
