Do you have access to air conditioning gauges?
You should test the low side with the air conditioner on high and the engine running at 1500 rpm and report you findings. Also tell us the outside temperature. Also try to do quickly this before the engine runs very long so that the condensor doesn't heat up a lot.
The answers are:

outside temp is 73.8 degrees
The low side reads 15 psi
The high side reads 172 psi
The air from front center gets down to only 53 degrees

Success, the high, med, and lo speed all work. I cleaned (shiny clean) all contacts in front passenger side compartment. The high speed blower now works. It looks like the PO by passed the regular fuse panel and has run a wire with a 30 amp fuse directly from the vehicle positive battery side directly to the blower relay. What this has done is allow the high speed to work without the engine running. Anyway it is now working.

Yes, you are a little low. It won't take much but you should raise the low pressure side to 20 psi at 1500 RPM if the ambient temp is around 70 to 80. If its hotter out then the pressure will be a little higher (perhaps 25 psi).

Attaboy! You could move that connection to the center post on the isolator and get just a little more speed on hi. And then the fan wouldn't work with the engine off. I think that's the way it came from the factory. Your call.

correction: ...and then the fan wouldn't work ON HI with the engine off.
