If the eye was on the end of the awning , I could use the tool to spinit and roll, unroll it.
If the eye was on the end of a jack, I could use the tool to raise or lover jack.
again as I look at tool, I can see how spinning tool would allow toool to latch to eye, but turning ccw instead of for example lowering a jack, would it not just unlatch for tool to be emoved from eye?
Is hook on tool small enough to hold a beer bottle because I am too lazy to get up and walk the 3 feet to the beer cooler?
maybe the eye is attached to the bottom og my cooler , so then the tools job is to help me drag mybeer cooler ?

Not an engine cover brace...nothing to do with the awning or beer.
Another hint:
It is safety related.

I'm betting it's a device to hold the steering wheel straight in a towd (the eye bolt being installed through the carpet near the front of the driver's seat).

I suspect you are correct but why do we need something like that?

Maybe for backing up?

KISS at it's finest.
I think I'll build me one of these. I've done a lot of fiddling to make
the rear Caddy calipers work as an e-brake. Nope.
Wouldn't be a good choice for long term parking brake (tail lights,
mostly) but for those moments of terror when you KNOW you shouldn't be
relying on the transmission parking pawl it would be great. Gotta find a
way to store it within arms length, of course.

If you set it tight enough, you CANNOT move the coach with the motor.

Kerry, of course you won't be able to move the coach; the battery will be dead from the brake lights being on..
Sorry, couldn't resist.
Great contest!

Part of the write up later tonight will be to move the brake wire to a ignition switched circuit instead of an always on circuit.

Kerry,
Since I always want my electronic cruise control ON when driving, I moved
the parking brake to the CC power switch with my PNEUMATIC parking brake.
