Sounds like a bad battery cable or bad ground to engine block to me.

I'm not Emery, but yes, bad grounds in the starting circuit can cause no start while the headlights still "work".
Sounds to me to be the classic "hot start" problem, often caused by bad grounds but could be the starter. Other things to look for (before changing the starter) would be corrosion on all the connections to and from the starter. A bad connection on either the positive or negative side will drop voltage. When starting a big block with only 12 volts, it doesn't take much loss to make it not work.

I'm with Emery. No start + no lights = no juice. I'd get a 12V test light probe and start at the battery terminals.
I'm betting on dirty/corroded/loose battery connections or cables.
You said the boost didn't help. Do we know if the house battery is good?

Yes, i believe it would cut off the headlights, starter, and accessories on the engine side. Check the positive battery where it connects to the battery post and its other end where it attaches to the solenoid. Also check the battery negative cable from the battery post to the engine block.
Also clean the battery terminals and check the cables to be sure that the terminals are not corroded under the covering where the cables attach to the terminals.
