I bought a 20 pound item off of the Internet on 3/29/2013. The tracking number says UPS scanned it on 4/30/2013 at 1:14 AM in Cerritos, California. They go on to say also say that their projected delivery in Indiana (near Chicago) will be by end of day on 4/11/2013.
If I calculate it correctly that is 13 days.
I had no choice on the carrier as the shipping was free (hidden in the price). Why is it I get things here in 4 or 5 days from China and 13 days from Kalifornia?
If it absolutely, positively has to be there someday, then this is the carrier for you.

That is an easy answer Ken. UPS only delivers east to west they follow the sun and have to go thru china then Europe back thru customs in New York then to you so 13 days is pretty good.

Going by the information as posted, I would say they are doing pretty good. They actually scanned the item almost a month in advance (4/30/2013)and sending it back in time for a delivery on 4/11/2013.
Teleporting items backwards through time is the most expensive service offered by UPS.
On a serious note - this is actually an eight business day delivery. You cannot count weekends. The problem was further encumbered because you placed the order on a Friday. That means the first business day that UPS would have received it would have been on Monday. They would not have received the item on March 30th because that is a Saturday. They might have received an electronic acknowledgement that they were going to receive it - but not the actual item itself.
Also, depending on the item (for instance - if it was an item with a hazardous material designation (ORM-D) then it could not go by air at any leg of the journey. Even a tube of silicone is ORM-D and has to go completely ground.
I admit eight business days would be a lot of days if it were just a normal item like a 20 pound box of books. Also, I am assuming there is no weather delays along the way of your items path.
Without knowing what the item is - (for instance, 20 pounds could buy a pretty nice aluminum flag pole - which would go by UPS FREIGHT and not normal shipping) it is hard to guess why the eight day period.

Also, you must take into account that the so-called "UPS Scan"
may very well be the time that the shipper generated a shipping
tracking number and may be several days earlier than the actual
delivery or pickup date by UPS. Similar situations can arise when
the shipper generates his own USPS or Fedup shipping document
and tracking number.

The shipping tag was generated one day earlier on a Friday. The scan I quoted was their scan done at their facility in Cerritos, California around 1 AM on a Saturday. The item was picked up by UPS on a Friday. UPS does work on weekends as exhibited by their 1AM scan on a Saturday morning and the UPS tractor/trailers seen going down the interstate on Saturdays and Sundays. I have a nephew that works in the sorting facility in suburban Chicago. He works some weekends. They just do not do customer deliveries or pick ups on weekends.

I wish you had not said that. It has not been delivered yet. Now you jinxed my order.
I once had an unannounced machine that I was going to present at a business show at the Disneyland hotel in Anaheim. CA.
I gave the container to the UPS guy for overnight shipment and then left the office to get on an airplane. I was going to meet UPS in California the next morning to accept the delivery. The package never arrived and I had to do the week long show without the product. It was a one of a kind item as we had not put it in production. This was announcement day. They never found the package. A couple of months later a UPS delivery man showed up at my office with a demolished plywood box and labels that said "Return to Sender". You guessed it. They found my missing and now destroyed item. Besides destroying my business show, they destroyed a $100,000 item. We never got a dime out of them on our claim other than a refund of our shipping charges due to late delivery.
I have to admit that they have a good (for them) business model. The cater to the shipper and not the receiver. The shipper usually makes the shipping decisions and pays the bill. They only provide pickup and delivery 5 days a week. This helps keep down labor expenses. They hire a lot of part time workers. They move a lot of stuff at a premium rate and they make money.

A few years back I purchased a Xerox Phaser printer on ebay for about $500. I paid insurance on the shipping. It arrived with a large puncture in the side of the box and the printer was totally destroyed.
I brought the printer to the local UPS terminal (which had delivered it to me). They filed a claim there.
I later got correspondence from them that they could not accept the claim from me and that I would have to have the shipper make a claim.
The shipper then made a claim and it was turned down because UPS said that it was not packed properly.
The packing was the original shipping box from Xerox with all the foam lining, etc. just as Xerox had originally shipped it to the Ebay seller.
I never did get my $500 nor the shipping costs and insurance that I had paid.
I have not done any business with UPS since them. I use FedEx for all my ground shipments and they have done a good job and are cheaper than UPS. I also use the US Postal service and find that their Flat Rate boxes are a good way to go. However, they won't take some larger items.

I have accumulated tons of horror stories like yours over the years. Like an overnight machine down part shipped to the wrong state. A special medical device shipped 2 day air to France and ending up in Lyon instead of Nice. It took me a week trying to find that one. What made it worse is I do not speak French. Delivery truck can't find my house after three tries and I had to chase him down and ask for my package. That was a replacement cell phone.
The list just goes on and on. I usually will not buy from companies that only offer UPS. I did not realize this company was using "free shipping" by UPS. I'm not in any rush on this one. If I was, I would have gone elsewhere.
My latest tracking said the package left (departure scan) on Sunday morning. The tracking does not say where it went. Maybe like John Bell says, they shipped it to China for a westbound route through Europe to Indiana.
I wonder if I loose another day because it crossed the International date line?

They shipped it to China for forwarding from there. They still claim they will deliver it by Thursday night April 11th. It is now 11 days and counting.

I called my supplier outside Houston for some $1500 worth of strobe tubes Monday, "Send 'em ground". In my email this morning, FedEx ground tracking number, 'Expect Wednesday afternoon delivery'. I betcha when I hit the orifice Thursday AM, they will be on my desk. I have admittedly never had a problem claiming damage to UPS - my stuff is always in the original factory packageing - and a time or two they've managed to bust several thousand bux of goods. Over a hundred, they send a gerbil by to inspect. Sometimes he takes the busted good, sometimes he simply signs the claim. Either way, they pay promptly. Haven't claimed them in several years though, so they may of slipped some. Or it may be that since the home office is here, they want to look good. FedEx is still quicker though.

It arrived at Hodgkins, IL at 7:37 PM on Tuesday with no explanation of the route it took to get there.
That is the place where my niece's husband works. It is about 55 miles from here. It usually takes UPS 2 days to make it the last 55 miles to my house so I should see it as predicted on Thursday evening.
Occasionally they take the packages at Hodgkins and deliver them to the Post office in Chicago for delivery by USPS rather than put it on their own truck. If they do that I'll have it tomorrow (Wednesday) at about 12:30.
