Uses BTLE which currently means only later model IOS such as iphone 4, new ipad. No android yet. Nice expansion of services beyond the obd dongle, though.

If you have an Android operating system on your phone you can do this for under $30 total.

Check AMAZON DOT COM and search for ODB2 Bluetooth for the dongle and then get the app from the app store (under $5)
