I have no clue what this is or why it's there.

it appears to be 1 1/2 PVC, threaded into the air box. The end is capped. It rotates but won't unscrew which leads me to think there is a plastic nut on the other side of the box.
Any idea what this could be and what, if any, value there is in leaving it in place. It is right in front of the radiator cap and makes it nearly impossible to get the radiator cap off.
