The shut off valve on my OEM Manchester (horizontal) propane tank clearly leaks when ON. It leaks worse on the way to ON, but still hisses when ON and my propane detector confirms what my nose smells.

Who sells a replacement for these? Thanks in advance.

That may be a back sealing valve. Open it all the way and see if that stops the leak.

I had one replaced at a "real" propane distributor. (Not a propane dealer, but one that services big tanks and the like.)

Just note that these valves are not designed to seal the stem unless the valve is fully closed or fully open. Granted, most valves seal fairly well when half open. This is just not a design requirement, so it is not necessary to replace a valve for the stem leaking when in the half way position.

Just replace ours at a R V shop.
It takes Gorilla to replace the valve.
