My hot water heater died after working for 2 days in Iowa, at International.
1. Testing the element with a meter, it reads closed circuit. This leads me to believe that the element did not burn out.
2. Testing the thermostat with a meter, (air temperature conditions) it reads a closed circuit, not open. At air temperature, this is what I expect.
3. Testing the high temperature regulator, it reads complete circuit, again at room temperature.
Since both the thermostat and the temperature regulator are each about $30, I would like some opinion without just throwing money at the problem.
Related, when the high temperature regulator fails, does it die? Or, restore to it normal status?
Plenty of 110 to the heater, not a failure of the breaker.

I play the odds. High limit controls rarely fail. Thermostats fail, but no where near as often as elements. Since elements are the cheapest, I start there without even pulling out the multi-meter. So far, an element has solved the problem every time that I can recall.

Unfortunately, Kuuma uses a solid state high temperature sensor, sealed unit. Repair by replacing.
Ugly.

I would agree on this.
Our hot tub heating element recently failed. It metered fine. Everything in
the manual said the problem was the element so I replaced it, problem solved.

If you think it is a defective heating element and not a limit stat. With the power turned on measure the voltage across the element. If you read 120 volts and the water isn't heating up the element is bad. If you don't read 120 volts you have other problems like a bad connection ,bad breaker,open limit,thermostat etc.

I did a Google search and found this:

This heater looks just like the Atwood EH-6 I removed from Double Trouble and replaced with a Seaward unit.
When you note "Plenty of 110 to the heater, not a failure of the breaker" have you checked for 110 at the heater element? If there's
110 there then despite reading a closed circuit on the element it shot.
If there's no power there you could jumper the thermostat and see if you get power to the element. If not then jumper the high
temperature regulator and see if you get power again.
I wish I was in the USA, I think I have a spare thermostat and high temperature regulator I took out of the Atwood EH-6 when I
replaced it at the COOP. The tank had corroded through and leaked. Come to think of it I think I have an element too!
If you're not in a hurry I will be back to the USA in February and could send you the parts then.
The high temperature regulator on my Atwood has a little red button to reset it. I drilled a hole through the cover that goes over
the electrics so I could reset it without having to take the cover off. See the picture below:
