Always, always, always when you're using mobile broadband YOUR MILEAGE WILL
VARY. There are several reasons for this.

Whatever cell tower you are going through is a "shared resource". Depending
on the traffic using that tower at any particular time of day will have an
effect on your perception of speed.

Next in consideration is the amount of traffic up stream from there.

Beyond that, it depends on the number of routers you are going through to
get from your point to the network connection at the end. There is a
capability to "open shortest path first". That is the most direct line of
communication (number of hops) to get from you to the terminus of your
communication. Not always is the shortest path the least busy path.

You also have to be certain you're connected at the highest speed possible.
These do fall back in speed.
