Adam,
The fuse that affects the panel lights is not the one labeled Gauges. It's a little midget fuse that resides in the same fuse panel, either at the very top or very bottom row. Look for a 4 amp fuse that's about half as long as a regular one, labeled either PANEL LTS or INST. LTS. It's a bugger to take out because of its small size. When shopping for a replacement, look for type AGA.

Steve is close, but it is an SFE 4.
SFE is an interesting fuse group. The length corresponds to an the current value.
So, and SFE 4 is 5/8
SFE 6 is 3/4
SFE 7.5 & 9 are both 7/8
SFE 14 is 1-1/16
SFE 20 is 1-1/4 (the same as AGC)
SFE 30 is 1-7/16
Neat - Huh??
Let's see some Bozo put a 20 in because the 9 blows out to fast.
