I noticed this bottom rad cushion bracket is not placed properly and its going to wear a hold in my rad. I've loosened the top retaining bracket off, but while the bracket will flex a bit, I can't get it to move over into position.

Can anyone confirm if this bracket is welded in place? or do I need to exert more force to move it?
