The left rear wheel on the Revcon froze up several times. It would drag through the grass but become unstuck once it hit pavement.

I pulled it apart to find fairly thick brake shoes and a badly scored brake drum.

It was both shoes- not the parking brake.

What's the most likely cause? Wheel cylinder?
