Given that a PO has cut the transmission cooling tubes to the radiator and spliced them with rubber tubing and hose clamps, and whereas I have enough other things to buy before I get ready to replace the transmission cooler lines, what is the best way to otherwise ground the radiator?

If you have braided steel engine cooler lines, I have been told that is adequate. You can also install a "jumper wire" from one side of the rubber splice to the other. Clamp it to a section of clean steel tubing with a small hose clamp, or maybe solder it.
