Is the torque spec (40 ft/lbs) for the cast manifold the same for the aluminum intake?

I would torque it the same starting in the middle and working out but I would make sure you use flat washers on the bolts so you don't gall the aluminum.

Do I need the Edelbrock Performer or the RPM for a 403 GMC?
From the name, it must be the Performer.

Someone told me the Olds 350 intake would work and it has 8 injector
bosses for an injection system.

Could be something to look into.

There are 2 that will perform properly.
These are for our type of use. $249.95 has the EGR port that you can
close off with our plate.
Theother one is a non EGR unit $ 380.00.
We supply the first one as we are familier with it and there is no
real advantage.

I believe once the EGR mount is blocked at the top, the exhaust does
not flow through the intake so the temperature becomes minimal.
