The only speed I have is high when set to max cooling,
no fan in any other setting. where do I start?

Mike:
You have High Fan speed. That would tell me the switch, Fuse, Heater control, and wiring to them should be good because it is sending power to the High Speed fan relay. (Hooks the Battery/Alt directly to the fan) (The relay is pulling in and the Normally open points have continuity)
The Fan Ground and the wireing to the fan should also be good.
I would expect that your problem is one of Three things. So I would start with these three.
1 - Fan Relay, (Normally closed Contact points not working or corroded so bad they will not conduct electricity) Check for continuity between Terminal 1 and 2
2 - Wiring and-or Connectors between fan relay and Fan Resistor Network (Dark Blue 14 GA)
3 - Resistor Network (Screwed to side of heater box)
All of these items are also very suseptable to corrosion of the connectors You may even see some burning on a poor connector.
