Skip, aside from what Rob and others have mentioned there are other possible explanations for the difference. Did you hand cut your plates? If so, they could be slightly different diameters. Did you center the standoffs on the plates? If not, one side may be closer to the wheel well than the other. Did you inspect your bogie arms for slop when the bags were removed? Excessive slop from wear will cause the clearance to change over the travel range. Are your plates centered in the bogie arm mounting hole? There is a small amount of adjustment room(very small) due to the difference in hole size compared to bolt size.
The easiest thing to do to check whether it is the coach or the bag assembly is to switch bags side to side. If disparity persists then cause is likely coach related. If disparity changes then it is very likely the plates.

The plates are identical and centered best as I know but I will try to swap side to side like you suggest. I just went out and crawled under it and looked at the frame. is this corrosion being mentioned visible or is it something that works from the inside out.

I sure hope you had the frame blocked up. If the bag failed while you were under it you will be seriously injured if not killed. The general statement is that a GMC with deflated air bags is lower than a snakes belly.

Skip,
A classic appearance of rust eating from inside out on a coach that has been
subject to ice and salt is where there are two frames together(as in the
bogie areas) the lower lips of the frame become undulating (wave like) due
to the water trapped expanding when turned to ice then not returning to
original over a period of time thus leaving areas for corrosion to set up. A
good tap with a solid object on areas appearing suspect will soon tell you
if there is a problem if not already visable, corroded material will fall
out or there is an obvious dull sound and enough tapping will create a hole
or depress the effected area.
