i have a 1974 gmc motorhome, the distributor vacuum line was disconnected from the previous owner who removed all the smog hoses etc. I did some research and found the vacuum hose was to be linked to the intake vacuum and hooked that up.

what should the timing be set at ?

Oversteer is when you hit the wall with the rear of the car, understeer is when you hit the wall with the front of the car. Hp is how fast you hit the wall, and torque is how far you take the wall with you when you hit it.

Generally about 8 deg before top dead center. This can vary a little with your elevation and other factors.
When you set it be sure to unplug the vacuum line from the distributor and plug the line.
Don't forget to reattach it after setting the timing.

What would the timing be set at higher elevations ( ~7000' )?

I've also heard that you would advance the timing by 1 degree per thousand
feet in elevation.
