The human eye, is most sensitive to the yellow portion of the visible
spectrum - this is why deep red and blue is often used to let people see
what is going on in dark areas, without disturbing their night vision.
This makes both blue and red useful for cockpit lighting at night, but blue
being further from yellow than most commonly available reds, is often more
effective.

I couldn't say one way or another about the number of M cones as compared to
L and S cones ( not saying it isn't true, just not something that I have
heard before ).
The theory that I have heard is that because M cones and L cones have such a
broad range of overlap that together give almost a plateau of sensitivity
from about 530-540 nm to about 620 nm, which accounts for why the human eye
is most sensitive to yellow-yellow/green light, where as the S cones that
are sensitive to blue, peaks around 430-450 nm where the M and L cone
sensitivity has dropped to almost nothing. Not only are the individual
peaks wider for the M and L cones, they are also the broadest, spanning more
than 250 nm of color sensitivity, where as the S cones normally span a
little more than 150 nm of sensitivity.
