What is inside? ... As a guess... seats!
The casino has an RV/Golf resort... on the other side of Yuma from the casino. They would need people movers (aka Shuttle Bus) to move people back and forth... or the people might end up at one of the other casinos! (I used to live in Yuma, in the 80's... but it is a little surprising to see how many casinos are there now!)
