with no subsidiary hazard in a permanently mounted tank manufactured to the
ASME Code.
I agree with JP this is well and truly confusing, HOWEVER, I interpret this to mean that an RV with up to 220
Pounds in the LPG tank is OK.

These are Hazmat Transportation Regulation for commercial carriers. RVs are not commercial carriers thus the regulations do not apply.
