Paul, are you saying that the P-30 has a residual pressure valve or that it
somehow causes it from some flaw? It does seem like
there might be residual pressure in the lines but only one caliper seems to
be affected if that is so.

When I released my Brake line lock with a Pressure Gauge installed there was
a residual pressure of 400 PSI on my lines as I applied the Brake Pedal the
pressure kept going up and would not bleed off.
I removed the P-30 Master Cylinder to see if it was causing the problem.
I removed the Reservoir and in the bottom were two spring loaded Residual
Check Valves.
I checked on the Internet and the Master Cylinders ,with Residual Valves,
were Designed for ,an all Drum Brake System ,due to action of the return
Springs.
The OEM Master Cylinder does not have residual Valves.
I'm surprised ,that more People, are not having problems ,with the P-30
Master Cylinder

Paul, after your comment about the residual pressure I did some research and found what you said, that master cylinders for drum brakes have residual pressure check valves. Since my problem only happens some of the time I doubt that they are in there or, if they are, they don't work most of the time? Where did you get your P-30? The P-30 was used for lots of years, maybe later years didn't have them?
