We have recently moved from California to Washington state and find that we must have a "retail" value determined by a "dealer" in order to register our GMC. This has to do with a luxury tax. Any suggestions as to who might be able to supply a retail price? How much can a 1976 motor home be worth?

I'd try to get some information from eBay listings, and bring them in. I assume you wouldn't want a high appraised price as you will be taxed on this.
Otherwise, JimK at Applied GMC does appraisals for insurance purposes.

NADA (Bluebook) is what they (DMV) are looking for. They (NADA) say my Birch is "worth" $3500. (I would say private party market value (retail) would be double that.)
One thing to keep in mind... this NADA value is the value the insurance companies will give you for a total loss.
If you have a coach worth much more than what this site says... and you want to have coverage somewhere near what you think it is worth.... you NEED to get an appraisal and agreed value insurance.

I wonder what the scrap value for the metal and aluminum would be?
I'd certainly use the NADA value for tax purposes, they'd have a hard time arguing with you that it's worth more.

I just talked to a Lady running an antique tag on her GMC from Washington State. She said her plate was $1000, 10% of purchase price. No test or renewal ever.
