Well...after a week of replacing the air conditioner on our home, I'm back to the Onan again.
I installed the puller this evening but could not get the flywheel to budge at all. Yes the center bolt has been removed. I did two things, I've liberally applied WD-40 to the back side of the flywheel assuming that after 35 years it is likely on there really well. Then I came in to draft this message inquiring if there is a trick to this. I'll do the tap...tap...tap thing in the morning, but the more important question...am I missing something or just stuck with a stubborn flywheel?

I seem to remember getting the flywheel off without a puller by "tapping" on one side and then the other until the flywheel popped loose. Wasn't MY Onan....
I would loosen the puller, smack one side then the other... rocking it a bit. Then try the puller again.

Glen,
One of the last things I did to Double Trouble before I returned to Sydney
was to remove the flywheel and get it re-balanced.
I used one of these pullers:

I tightened the buggery out of puller bolt and then gave it a sharp smack
and the flywheel popped off.
When it popped off I noticed that it's on a taper so I don't know how much
good the WD-40 will do.

Glen,
The flywheel is on a taper, so I very much doubt that WD-40 will do any good (but it won't hurt).
Please put some bolt (HHCS) back into the end of the crankshaft. You can use the installed part backed out one (1) -Uno -Ichi -Ein Turn Only.
Two reasons:
There is no good bearing surface on the end of the crank and you do not want to chance messing up the crank.
If it comes loose as they usually do, it will come loose with great fervor. This is usually a big bang and a great surprise and you may not be able to catch the piece of iron before damage is done.
I may not seem like it, but you will have used the puller to cock a huge spring. It will liberate all that energy at once when it does come loose.
Sound like experience does it??

Glen, The puller has to have a center bolt that bears pressure against the
end of the crankshaft, while being bolted to the flywheel. What I normally
do is to find a hex head bolt that will slip into the threaded portion of
the crank. I then chuck it in a vise and drill a dimple with a 7/16" or so
drill bit into the head of the bolt. Place the bolt in the threaded hole and
the pointed end of the puller bolt will center on the dimple. Be very sure
to fully engage the hold down bolts in the threads in the flywheel as far as
possible. If you only screw them in a thread or two, you run the risk of
pulling the threads out of the flywheel. The puller literally exerts tons of
force onto the assembly with no visible movement, then all of a sudden,
"pop" off it comes. I usually lube the threads on the center bolt and the
sharp point as well. The usual practice is to tighten the center bolt, wait
a few seconds, tighten again as much as you can pull with a box end wrench,
then swat the end of the center bolt with a well placed blow from a quite
heavy hammer. I use a brass one, but a steel machinist hammer will work too.

Try some PB Blaster or Kriol. Give either a dy or so to soak in, then tap. No success, try gentle application of the Red Wrench to thre metal around the shaft, then tap.
