on my 75 palm beach, it was a very easy task. had the top dash cover off. I used craftsman ratcheting wrenches. and I used a telescoping magnet to put the washers and to start the nuts.

I was able to pull my bottom dash out a little bit and put in a 1 inch or less block. then I was able to wrench a bolt from the bottum.

Increase your vocabulary of four letter words if you don't already have
them. It is a whole lot easier if you have the dash out when you replace the
nuts and washers on the ends of the 4 studs. Early coaches with the air
valves in the lower center dash at least give you visual access to the
studs. If your hands are small and wrists are not arthritic, you can get to
three of the nuts from there. The lower one on the drivers side can more
easily be accessed by using a dremel tool with a zip tool bit and relieving
the plastic lower cover near the gas pedal. That and loosening the dash
holding bolts and wedging a block of wood under the lower cover to allow
access. Be careful, that plastic is 30+ years old and is very brittle. It
can be done, but is one of the more unpleasant tasks on the GMC. I would
rank it right up there with changing the Black tank.

It is actually not that difficult. The worse nut is the lower left one. I managed to to it without cutting the dash. I just pried out on it a little bit and I was able to get a ratcheting box end in there. The rest of the nuts were accessible with a 1/4 drive socket and wobble extension. I probably spent 1 hour total with half of that working on the lower left mounting nut.
