Emery,
When I said, I checked the Vacuum line ,in my Post .I was referring to the
one going to the Modulator.

check the steel line. It might be clogged. There is a restriction in it
that can sometimes clog. Blow it out with compressed air and check to see
if you can get flow through it.

the OEM setup has a rubber hose connected to a steel tube up to the top of the engine then a rubber hose to the manifold.

I recently studied my engine vacuum lines to-death, I plan to do some major
"clean up" work on them.

As I understand it, the Transmission vacuum modulator line connects directly to
the intake manifold on the drivers side of the engine. I've been told to check
the steel line, it can rust out at the clips and develop holes, thus no vac at
the modulator. I was told that if it was rusted and leaking to replace it with
a good new hose routed away from any high heat sources.

You do not want to just replace the metal line with a piece of hose.
The original line has a factory crimp in it to act as a damper of the
vacuum signal. This line has been known to plug up and you should run
some carb cleaner thru it clean the carbon out of it and blow with
air to clear. The bottom section of rubber hose can be replaced if bad.
