I had a similar problem last year. I can't remember all the details now of how
I got it apart now. It became more obvious as I removed the parts to get to it.

Before you try any of that though, oil the lock. If that still
doesn't work, try tapping the key/lock. I tried all those things until I actually
broke the lock. Fortunately, the replacement is cheap (<$10) and all the tools can be
borrowed/rented from your local auto parts house (eg, Autozone, for free).
I had an additional problem -- the pin that locks the steering wheel was
corroded to the wheel. Made it very confusing as I couldn't pull the wheel
off like the manual says and it took a while to figure out. Ended up dismantling
more than necessary in order to figure that one out. Finally got it off
by jerking the wheel upwards.
