Water heaters did not always require the T&P (pop-off) valves now mandated by state building codes. We were distributors for Watts valves back in the 70s when they sent out an alert flyer about a residential water heater thermal explosion in the DC area. The house was a typical, post-war wooden, 6-700 sqft bungalow. I should say "had been" as not much was left standing except some sections of stud walls and the foundation.
