Jim,
The specs are a lot looser for the older engines. The newer engines have to
be pretty clean to pass.

When I moved into Sacramento County I felt like there were a lot of rules
that I thought were absurd coming from Idaho. Rancho Cordova became a city
and most of the board of supervisors live in HOAs some of them gated. They
have changed zoning and done about all they could to make the rest of the
city more like an HOA. This spring the limited the concrete in our front
yards to 40% and imposed a 5-foot setback from side property line. I live
on a corner lot with a very little front yard. The last day before the
zoning package went into effect I poured a 5-foot wide concrete strip next
to my property line. I had set up to have a company come in and replace my
driveway with a wider driveway over to my property line. 2-days before I
poured he told me they could not make the date.
