Where is this place that has these guidelines for parking
recreational vehicles? Inspectors? Perhaps a planned community?

Ca has traditionally required more stringent smog control.
One of the main reason we do not have a lot of old cars is if they do not
pass smog you cannot license them and in a lot of areas if they are visible
from the street and unlicenced you get a ticket. There is a non-operational
registration but most of the population is subject to penalties if it is
registered non-op and visible.
I selected a 1975 because it does not require a smog check each year like a
1976 would.
All that said if it is ok here then it should be ok everywhere.
To park my GMC in my backyard I have to have it on a slab and registered.
I am not supposed to drive on unpaved surfaces to get to the slab. I
promised the inspector that I would not take it out when the dirt between
the slab and the driveway was wet and that it would only happen a few times
a year. He said he would not report me but someone else may and I may have
to put two-foot wide concrete drive strips in for the 60-feet from the
driveway to the parking slab.
I live here for the weather. I moved into this house in 1974 but there are
times I think about getting out of here.
