JR, they are flat towable and brackets are available if you need to purchase them. I've towed that generation as did my father years ago. I don't think VW approves any of their vehicles to be flat towed today, not because they aren't a viable candidate but because of the liability of someone leaving one in gear instead of neutral and causing who knows what damage. A few years ago I questioned the VW factory guys at a SEMA show about it and they just shrugged their shoulders and said that 'maybe' the shifter could jump into gear while being towed and cause a problem-NOT. Unfortunately, many manufacturers have decided it's just not worth the potential problems and have stopped allowing flat towing.
