The pressure would not be affected by fluid level until the pump sucks air.
Otherwise the only effect fluid level would have would be heat transfer.
You need enough mass of fluid to transfer the heat properly.
Fluid level could be inferred by temperature for a given operating condition.

Say, if you are driving on level ground at 60 mph with an outside temp of 70F.
and the next time you are driving the same conditions and the temp is higher, you could imply that the fluid level is lower.

Of course, A lower fluid level would likely cause a higher temp and this would decrease the viscosity and may show a slight decrease in pressure.
