According to this article, you should be offered an option to download older versions of an app, even if you bought it after the
update:

This says to buy the app on a computer first and then download it directly on the old device:

You *should* be prompted to download the older version. If that's the case - I've been using Navigon (now part of Garmin) for many
years (it's just OK and does have some issues). There are versions that supported the older iPad:

If you can't get it working - Apple will usually sort out a refund pretty easily. The apps also go on sale very often - usually in
the 50% off range...
