I would like a program that works exactly like a GPS such as a Tom Tom or Garmin. You enter an address and it plots a route to that
point from where you are at/

Maps with Me Pro has cached maps and requires iOS 5, which you iPad *should* support. It uses OpenStreetMap maps. No navigation,
however...
The "Pro" version lets you search for POI's. The "non-Pro" version is free to try.
