I notice you are in California and have two '77 coaches. I tried mightily to get CA to let me smog a '78 with EFI. I took it to a referee at a Jr. College. The long and shot was they would not put it the dyno because (if I understand everything and no one can) even though TBI was used on a zillion 454 GM engines there was never a TBI for an Olds 455.

I believe is I were to put a newer engine, perhaps a Vortec such as Dave Lenzi installed, it would be given a new sticker and need to pass smog as it would in it's original vehicle. So, I am of the opinion, don't do anything until you get clearance. The kit or whatever needs an Executive Order from CARB. Howle has it for a Jeep but not the GMC, unless they recently cleared that hurdle.

If they did it would be for the original without EBL and spark control. CA does not want us fiddling with the mixture and spark. The referee said he knew it was making less smog but couldn't test it.
