I had been able to reach the passenger side by removing the cabinet under the bathroom sink and reaching my hand down into the opening behind the wheel well just enough to pass a bolt through a hole. I had a helper on the outside that held the bolt and got a washer and nut on it.

Then, working from the outside and carefully holding the bolt so that it didn't slip back inside I was able to get the leveler bracket onto the bolt and the nut back on.
I used stainless steel bolts so that I wouldn't have a problem with a rusty bolt breaking off again.

I went to Dave Lenzi's height adjusters so that I wouldn't have to move the bracket to adjust the height so my brackets are firmly bolted in place and should not have to be moved again.
