A guy local to me has an EV 6010 for sale craigslist. He represents that the motor is good and that for the "first hour" amps are up to all tasks, but after that power falls. It sounds like the generator portion of the thing is bad.

He wants $800 for it. Anyone have an idea what it would cost to fix and what the thing is really worth in its present condition?

They are not so common on CL now, I guess they are fading away. But I can occasionally find working ones for as low as $600. Those with problems usually sell for $200-300. This deal you're being offered does not sound worthwhile to me.

If the generator portion has failed, repair will start at $1000. The control board may have failed, it is about $400. Having paid for 2 to be repaired, I would not do it again.
If it fails, perhaps at $200 might be fair.

I told the guy $250 but he said no.

I just bought a complete working EV4010 for $500 delivered. I'd say your $250 was a fair price.

Agreed. I'd say an EV still has a part-out/donor value of $200-ish. A LOT of these were installed in emergency vehicles or refer cabs and -if so- are going to have ultra-high hours on them. For me, $600 is tops for an EV if I can't verify the history or hours.
