It turns out that a 2-1/8" exhaust pipe clamp does a good job of clamping solidly to the 1973 GMC motorhome bumper support tubes:
In the above photo I've added 3/8" coupling nuts, which almost clear the bumper height. I am adding aluminum tool boxes for extra storage and will probably mount them with this scheme.

Yes. Is that a big problem other than in a crash?
It seems to me that anything mounted back/front bumper might aggravate crash results no matter how it is attached.
