How can you adjust the wiper sweep with the electric wipers without having
it stop 1/4 of the way up the windshield?

First off, you need to check where the wiper motor arm is positioned when
the blades are parked. If it's not at the 6:30 o'clock position, you need
to turn the wipers OFF with the ignition ON, then reposition the arm to
that position, holding the arm with a wrench ANY time you turn the motor
nut, to protect the motor's gears. Now, if the arms are not where you want
them to park, you'll have to remove the arms from their pivots and
reposition them.
You'll have to wet the windshield thoroughly before testing the results,
and even that won't fully simulate driving in a heavy rainstorm. You may
have to make further minor adjustments after such an event. There are two
other adjustments available for that purpose:
1. The linkage between the motor arm and the idler assembly adjusts the
POSITION of the sweep arc only (If you adjust that, be SURE to tighten the
jam nuts before going for a test drive -- the parts WILL loosen themselves
and become lost).
2. The three holes in the arm of the idler assembly are for adjustment of
the WIDTH of the sweep arc. The closer the linkage is attached to the
pivot of the assembly, the wider the sweep arc will be, and vice-versa. If
that adjustment does not give you sufficient range, or granularity, making
the linkage attachment hole in the motor arm slightly oval, toward the
motor shaft, will provide a narrower arc and the linkage can be tightened
anywhere within that oval for fine tuning. Those geometric relationships
require a little concentration to keep straight.
Don't try to make the wipers sweep too far to the outside, via either arc
width or position -- at high speed, the movement up the slope of the
outside windshield will impart a force vector away from the surface of the
glass and the blades will actually lift from the glass for part of their
arc.

See what I mean by "Those geometric relationships require a little
concentration to keep straight."? I GOT IT WRONG! To INCREASE the sweep
arc width, move the linkage AWAY from the idler pivot. Likewise the motor
end of the linkage needs to move AWAY from the motor for MORE arc. I
shouldn't try to think in the middle of the night -- MAYBE I've got it
right this morning. :-)
Try it, you'll figure it out!
