What is a 'top hat'?  Am trying to picture the proceedure you are mentioning. Slow of mine. I do pictures pretty good.

support the rear top hat with blocks and let the air out. put a bottle jack to the inside of the wheel and lift the boggie arm slightly to let the tire clear the ground. now you can push/pull the wheel and measure the pin/bushing wear.
